  1. Preparation: Lay out sheets of waxed paper on your counter.
  2. Cook Syrup: In a medium saucepan, combine the sugar, oleo/butter, cocoa, milk, and salt.
  3. Bring the mixture to a full, rolling boil over medium heat.
  4. Once it reaches a rolling boil, cook for exactly 1 minute.
